The form of this register was set by the Act to amend the law for the registration of persons entitled to vote ..., 1843 (6 Vic. c.18). Section 47 required the Clerk of the Peace to make a printed copy of the revised voters' lists 'arranged with the names in each parish or township in strict alphabetical order ... and with every polling district in alphabetical order, and with every parish or township within such polling district likewise in the same order', adding a serial number to each name. Electors registered by the revising barrister (if any) were to appear in a separate alphabetical list at the end of each polling district.

This register was in force from 1 December 1849 until 30 November 1850 (qualifying date 31 July 1849).

The Act to settle and describe the divisions of counties ..., 1832 (2 & 3 William IV c.64), section 7, defined the Northern Division as comprising the Hundreds of Clavering, Dunmow, Freshwell, Hinckford, Lexden, Tendring, Thurstable, Uttlesford, Winstree and Witham.
